Karen writes about prison sentencing, and what should be done to change from being "tough on crime" to being "smart on crime." Mandatory minimum sentencing can incarcerate people for too long relative to their crime and the risk of them not being in prison. Risk assessment rather than mandatory sentencing would deliver justice and safety.
