There's a couple things that Obama could do to act on his promise of change. He should close Gitmo and transfer the terrorists to the Maricopa County Jail in Phoenix, Ariz., where they will meet Sheriff Joe Arpaio. Then, pardon Ramos and Compean, with full back pay and promotions, sending a clear signal to drug runners not to cross the border.
